Sounds pretty logical to me. I can't see how a hog entering the scalding vat is anything BUT condemned.

I love when governmental organizations state the obvious in an amusing fashion. The Pennsylvania Code seems to like condemning on a wide basis, they have many such condemning subsections, as you can see by hitting Previous and Next on that page.
